Sewer and Water Issues

Anyone else on E. Hazelhurst and E. Marshall experiencing rusty water and sewage backups in their basements?   There has some utility work done at Paxton and Marshall, then at Hazelhurst and Hilton, they are digging a foundation for a new house.  Our sewers backed up tonight, our next door neighbors a couple days ago, and we heard some others on Marshall were having issues as well.  I normally would just call a plumber and have them snake out to the main, but we just had this done 3 months ago, so I think something is afoot.
